At the Guifões Workshop Park in Matosinhos, at the tender launch ceremony, the Minister emphasised the aim of ensuring that "a large part of the production is done in Portugal". "We want production and manufacturing in Portugal. Anyone who wants to comply with the rules of the tender specifications will be welcome. And whoever wants to produce here will be able to create not only for Portugal but for other areas of the world," he said. Pedro Nuno Santos said that Portugal guarantees "all the conditions so that this space [Guifões Workshop Park] can be a cluster of production, development, research, innovation and training in the railway area with a group of qualified, experienced workers, with great capacity for work and quality work, and with competitive labour and competitive companies". "It is not a burden for manufacturers to come here, it is an opportunity," he added. Pedro Nuno Santos also said that "this tender is a driver for Portugal to become part of the club of train manufacturers in Europe". "We do not have to have an exclusively Portuguese train, we want our industries to be incorporated into the production chain of the railway sector", he said.
